Position: Programme Administrator - Part-time
Duty Station: (home-based/remote - Yangon/Bangkok timezone)
Contract Duration: Six months, part-time (2.5 days per week, 50%), with possibility of extension based on performance and budget availability.
Remuneration: USD 325 per month (based on a full-time equivalent of USD 650/month, at 50% FTE)

TheHILLS Myanmar (THM) is a non-profit organisation dedicated to advancing high-quality research, advocacy, and access to education in Chin State and its surrounding areas, including Sagaing Region and the Eastern Himalayan borderlands. Its flagship initiative, the Chin State Academic Research Network (CSARN), is an interdisciplinary platform that supports and connects researchers engaged in work related to the region and promotes the exchange of high-quality, context-relevant knowledge.
THM works across the education continuum, from supporting access to primary and secondary education to strengthening higher education, research, and academic capacity. Its activities include scholarships, fellowships, training, and mentorship programmes, as well as conferences and other opportunities for knowledge sharing and collaboration. The organisation is regularly consulted by development partners for its expertise in strategic analysis, contextual research, and policy insight. It contributes to high-level thinking through thematic studies, policy briefs, and ongoing analysis, with particular strengths in gender-sensitive approaches and the integration of Do No Harm principles into programme design and implementation.
THM works through community-rooted partnerships and local languages, combining rigorous methods with practical ethics. Researchers embedded in their communities lead research design, fieldwork, and analysis with supervision and technical guidance from THM's research manager. This approach builds local capacity while producing evidence that is relevant for policy and education in low-capacity and conflict-affected settings.
THM is seeking a Programme Administrator to strengthen internal coordination across its growing portfolio of projects. The organisation operates in a demanding and rapidly shifting context, and effective administration is essential to maintaining the quality, accountability, and continuity of its work.
This is a role sitting at the intersection of programme coordination, administrative management, and human resources support. The Programme Administrator will work directly with the Executive Director, Finance Officer, and Project Officers, to ensure that workplans and budgets are monitored, administrative systems function well, and that the Executive Director has the operational support needed to focus on strategic priorities.
The position is suited to someone who is highly organised, comfortable managing multiple concurrent responsibilities, and familiar with the operational realities of organisations working in complex environments.
Programme Coordination Support
Work with the Executive Director, Finance Officer, and Project Officers to maintain an up-to-date overview of workplans, deliverables, reporting timelines, and budget monitoring across active projects.
Assist the Executive Director in monitoring team workflows across THM's programmes and operational functions. Monitor progress against project milestones and flag delays, gaps, or coordination issues.
Assist with scheduling and preparing materials for team coordination meetings. Help ensure that action points from team meetings are tracked and followed up in a timely manner.
Programme Administration
Monitor and where possible improve internal administrative systems, including document management, filing, and organisational record-keeping.
Maintain and update institutional templates, standard operating procedures, and shared administrative resources.
Human Resources Support
Support the preparation, tracking, and renewal of staff and consultant contracts.
Assist with recruitment processes, including vacancy posting, application tracking, and interview scheduling.
Maintain personnel records in line with THM's data management and confidentiality standards.
Degree in business administration, management, or a related field.
At least two years of experience in programme administration or coordination within an education, development, or research focused non-profit organisation.
Prior experience working within an INGO or other international/multilateral organisation.
Familiarity with budget monitoring or financial tracking processes.
Strong written and spoken English and Burmese.
Experience managing ongoing communication and follow-up with young people, ethnic minority communities, and organisations in Myanmar.
Pro-active and with strong attention to detail, able to work independently while communicating clearly across a remote, multicultural team.
Reliable internet connection.
Available to travel internationally.
Familiarity with accountability and compliance requirements of international organisations, including reporting, audit processes, and governance structures.
Awareness of the development context in Myanmar
Commitment to gender-sensitive and Do No Harm principles in administrative and programmatic work.
Curiosity and willingness to take on responsibilities that go beyond a defined job description as the organisation grows.
